I do not believe that these problems are a technical mistake: if it were, to prove their innocence, White House officials would probably identify the guilty party. There is a claim of excessive cost as a reason to avoid compliance with the Presidential Records Act: unacceptable. It has been said that, "the bulk of the White House email records are now stored in bundles of rotting PST files, all at or above their maximum safe load-level". IT operations at the White House suck...the staff must be incompetent. The White House has used Republican National Committee e-mail domains (such as gwb43.com and georgewbush.com) rather than the official White House domain: a violation of the Presidential Records Act. The Presidential Records Act states that all records must be preserved, and can only be destroyed after consultation with the Archivist of the United States. Destruction of these records is a federal crime. There should be evidence for charges of obstruction of justice...

The wargame is a follow-up to last years' Cyber Storm and will test the national security of Australia, the United States, Canada, the United Kingdom and New Zealand between March 11 to 14.

Most of the "key achievements" listed in the report seem to relate to the planning and carrying out of the exercise itself, not the government's actual performance during the test. That's like Derek Jeter claiming his key achievement in last night's game was putting his uniform and cleats on and making it to the ballpark. I don't think so.
